The German state of Sachsen-Anhalt has published their “whitelist” of licensed operators under the country’s Fourth State Treaty on Gambling. Remarkably, no licensees whatsoever have been granted for those offering online slots, table games or poker.
The list includes numerous approved online sports betting licensees. A total of 35 Licenses were handed out to for example Entain’s bwin, Tipico, Bet365 and Tipwin.
There are also some new names on the list, such as Chilling Cheetah, operating Chillybet, and Ruleo, which runs Mybet.de.
With the licensees all being sportsbetting operators, there are no approved operators for casino gaming. None will legally be offering online slots, online poker and online table games in the Sachsen-Anhalt state with capital city Magdeburg.
With the state treaty (GlüNeuRStv) in effect since July 1 this year, online casino gaming in the state received the green light, while online table games can only be operated by lotteries and land-based casinos.
The new state treaty comes with a some restrictions. For example, players are faced with a €1000 per month spending cap and a €1 per spin stake cap on slot games. There is also a 5.3% tax imposed on turnover.
To no surprise, German operators have been highly critical of many of these rules. Germany’s sports betting association, the Deutsche Sportwettenverband (DSWV), stated that the tax rate would “jeopardise the success of the new gambling regulation in Germany.”
